SEND Liberia is the second oldest and largest Program. Efforts to establish it started in 1999 but this initiative was aborted due to the escalation of the civil war at the time.
In 2003 the comprehensive Peace Agreement that ended the war was achieved and SEND, like most civil society organizations, in 2004, renewed engagement with Liberia by registering with the Ministry of Planning and Economic Affairs.
A preliminary assessment mission of the post conflict situation went to Liberia in 2004 and produced “The Liberian Civil Society Capacity Building Program Framework”. This document emphasizes the need for organizational development of local civil society organizations.
A follow-up mission in late 2004 produced: “Creating Economic Opportunity in post war Liberia through the Promotion of Soya bean”.
Based on the post war situational analysis and insights provided by these needs assessment missions, SEND management took the decision that the Liberia country program should be focused on the rural population in particular women, create economic opportunities, livelihood security and organizational development of civil society agencies. |
